Cities and Counties in California are mandated by state law to update their General Plan Housing Elements every five years. Each update begins with the Regional Housing Needs Assessment (RHNA) process, in which the State determines the total number of additional housing units that are needed throughout the state and then apportioning that number among the 58 counties. Within each county the local governments jointly determine how to distribute the number of housing units amongst themselves.
